Meet Harlan Lawson

About Harlan Lawson,
Project Manager

Harlan’s experience in land use planning, economic development, community outreach, and grant administration allows him to expertly serve GMS clients. His keen sense of balancing project goals with the needs and interests of the community - though these are often one and the same – helps clients build meaningful relationships within their service areas. Harlan also excels at aligning program objectives with strong, competitive funding proposals. His attention to detail has made Harlan a go-to for grant compliance, which is often one of the hardest tasks for clients to manage on their own.Harlan is a Frederick County, MD native who earned his degree in Public and Urban Affairs from Virginia Tech.  After graduating, he joined the Adams County Office of Planning and Development as a Comprehensive Planner.  While at the county, Harlan was integrally involved in subdivision and land development plan reviews and Countywide and municipal planning policy.  His planning background provides Harlan with a unique perspective for working with governmental clients and other clients navigating Pennsylvania’s land development process. Harlan has overseen the administration of several federal funding programs, including the Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME), and the Emergency Solutions Grant (ESG).  He was also essential in developing multiple public-facing COVID relief grant programs and other special projects.

 

Fun Facts —One might call Harlan a jack of all trades. As a high school and college student, he had jobs ranging from warehouse manager, to cashier, to a cook, and summer camp counselor.  His favorite role, though, was working as a “book shelver” for the library because once all the books were shelved, there was nothing left to do but read!
