David is a Compliance Manager at GMS, where he helps clients navigate the complexities of publicly funded programs. With a focus on maximizing the impact of state and federal funding, he ensures organizations remain compliant while achieving their goals. He brings over a decade of leadership experience in public administration, specializing in federal community development, housing programs, grant management, and program design.

Before joining GMS, David served as Chief of Compliance and Technical Services at Pennsylvania’s Department of Community & Economic Development (DCED). There, he led a team responsible for upholding federal environmental, Fair Housing, and labor standards. His work was instrumental in securing $70 million in annual funding through strategic planning and oversight of federal reporting. David also developed and delivered training programs on compliance and procurement, empowering local governments and stakeholders across the state.

Earlier in his career at DCED, David managed Community Development Block Grant (CDBG) programs, guiding local administrators through complex compliance issues and coordinating disaster recovery efforts, including residential buyouts and tenant relocation.

David holds a Master of Public Administration from The Pennsylvania State University and a bachelor’s degree in political science from Elizabethtown College.
