
Ian Miller,
Project Manager
Ian Miller brings nearly a decade of experience in public sector community and economic development, with a strong track record of driving strategic initiatives across Pennsylvania. At BusinessPA (formerly the Governor’s Action Team), Ian collaborated with executives, developers, local economic development agencies, and elected officials to support major business expansions and relocations throughout the state. His deep expertise in site evaluation—including utility capacity, infrastructure, and incentive structuring—continues to help GMS clients achieve their growth objectives.

Before joining GMS, Ian served as a Program Director at the Pennsylvania Department of Community & Economic Development (DCED), where he led staff development, conducted trainings, interpreted regulations, and explored commercial real estate opportunities. He managed multimillion-dollar programs, including the state’s $96 million Community Development Block Grant – COVID-19 (CDBG-CV). Under his leadership, Pennsylvania launched its first CDBG-CV Small Business Grant initiative, delivering over $13 million in pandemic relief to small businesses.

Fun Facts:
Ian is an avid cook and baker. His sourdough starter, affectionately named John Dough, has produced countless savory treats enjoyed by his GMS teammates. A lifelong Pennsylvania native, Ian lives in New Cumberland with his wife Michelle (an even more talented chef), their energetic son Arthur, and their cat Eleanor.
