Jill Gaito
Project Manager

GMS clients directly benefit from Jill’s extensive career experience in resolving environmental issues in a manner that spurs economic growth and community revitalization. Brownfield redevelopment, environmental risk management, government relations, community outreach and public funding strategies are her primary areas of expertise. 

 

Jill has held leadership, project management, and technical positions in both the private and public sectors. In between private sector positions in a large engineering firm and establishing her own Woman-Owned Business Enterprise, Jill served as the Deputy Secretary of Community Revitalization and Local Governmental Support within the Pennsylvania Department of Environmental Protection (PADEP) where she oversaw the PADEP Act 2 program and worked with local, state, and federal agencies to identify public funding for Brownfield projects and to remove bureaucratic hurdles for local governments and private developers who were redeveloping brownfield sites. 

 

Jill has established long-lasting relationships with PADEP leadership and technical staff in Central Office, as well as the PADEP Regional Offices and at many of PADEP’s sister state agencies such as PennDOT, DCED, DCNR and DGS.  Jill has also established unique relationships with the Brownfields program staff at both Region 3 and EPA Headquarters and she continues to serve as a resource to the EPA Headquarters and Region 3 Brownfields Offices. Jill has published numerous articles on brownfield revitalization and her expertise has led to speaking engagements at events across the country. Jill’s expertise and experience have been recognized by selection to the transition teams for the previous two PA Governors.  To date, four of her brownfield project teams have been nationally recognized with EPA’s Phoenix Award for brownfield redevelopment excellence. 

 

Fun Facts: 

Jill lives in Carlisle but is a western PA native who hails all things Black & Gold.  As a newly minted "empty nester", Jill enjoys escaping to the family mountain cabin or traveling with husband.
